Look for the grain in your beef and cut against the grain into thin slices.
Transfer all the meat to a bowl and toss it together with the juice of about 3 limes, 2 tbsp of fish sauce, 3 cloves of crushed garlic, and 1/2 tsp of crushed red pepper flakes.
Cover the bowl with plastic wrap and transfer it to the fridge to marinate for 1 to 4 hours.
Prep all the vegetables for the salad: slice the tomato, slice the cucumber, chop the cilantro, and very thinly slice the red onion, and prepare romaine lettuce.
Make the dressing by combining the juice from 4 limes, 3 tbsp of fish sauce, 2 tbsp of soy sauce, 3 tbsp of sugar, and 1/2 tsp of crushed red pepper flakes, whisk it all together and set aside.
Heat a heavy skillet over high heat (using a grill pan).
Cook the meat for about 1 to 2 minutes per side, cooking in batches if necessary.
Layer the salad starting with a bed of romaine, then add cucumbers, red onion, cilantro, and tomatoes, repeating the layers.
Top it all off with the cooked meat and pour your dressing over it.
