Preheat the oven to 425°F (220°C).
Pour 14 ounces of sweetened condensed milk into a small casserole dish.
Seal the dish tightly with aluminum foil.
Place the small dish into a larger casserole dish to create a water bath.
Bake in the oven for 60 to 90 minutes until caramelized and browned.
Measure 2 cups of all-purpose flour into a mixing bowl.
Add 1/2 teaspoon of fine sea salt and 1 teaspoon of baking powder to the flour.
Use a food processor to combine the dry ingredients.
Add 1/3 cup of sugar to the food processor and pulse to combine.
Add 8 tablespoons of cold unsalted butter, cubed, to the mixture.
Pulse until the mixture is crumbly.
Add 1 teaspoon of vanilla extract and 2 eggs to the mixture.
Pulse until a sticky dough forms and chill for 1 hour.
Line a baking pan with parchment paper and spray with cooking spray.
Press 75% of the dough into the bottom of the pan, ensuring no gaps.
Take the dulce de leche out of the oven and mix it until smooth.
Spread the dulce de leche over the dough in the pan.
Use the remaining 25% of the dough to create a streusel topping by mixing it with 2 tablespoons of brown sugar.
Sprinkle the streusel topping over the dulce de leche layer.
