Rinse basmati rice under cold water until the water runs clear.
Soak the rice in water for 30 minutes to 1 hour.
In a large pot, bring water to a boil and add salt.
Add the soaked rice to the boiling water and cook until tender, about 10-15 minutes.
Drain the rice and set aside.
In the same pot, melt butter over medium heat.
Add sliced onions and sauté until golden brown, about 5-7 minutes.
Stir in garlic and cook for another minute until fragrant.
Add cardamom pods, cinnamon stick, cloves, and bay leaves; sauté for 2 minutes.
Return the drained rice to the pot and gently mix with the spices and onions.
Add cumin seeds, pepper, and raisins; stir to combine.
Cover the pot with a lid and steam on low heat for 10 minutes to allow flavors to meld.
Remove from heat and let rest for 5 minutes before serving.
Fluff the rice with a fork and drizzle with lemon juice before serving.
