In a bowl, add melted mandarin and sugar, whisk together.
Add 3 eggs and 1 teaspoon of vanilla extract, whisk until combined.
Sift all-purpose flour into a large bowl.
Add 2 teaspoons of baking powder, 1 teaspoon of salt, and grated nutmeg to the flour, whisk together.
Add zest of 1 lime (optional) to the dry ingredients, whisk together.
In a separate bowl, gradually add 1.5 cups of whole milk to the wet ingredients until smooth and light in consistency.
Heat oil in a pan over medium heat.
Scoop the batter into the hot oil using your hand or an ice cream scoop, frying until golden brown.
Fry on medium heat, moving them around with a skewer for even cooking.
Remove from oil and transfer to a strainer lined with paper towels to drain excess oil.
