Preheat the oven to 180°C (350°F).
Prepare the capsicums by cutting off the tops and removing seeds.
Core the tomatoes, reserving the tops for later use.
Cook rice in vegetable broth according to package instructions until tender.
Heat olive oil in a skillet over medium heat and sauté chopped onion and garlic until translucent.
Add minced meat to the skillet and cook until browned, about 5-7 minutes.
Stir in grated carrots, cooked rice, chopped parsley, dill, salt, and pepper.
Stuff the capsicums and tomatoes with the meat and rice mixture, pressing down gently.
Place the stuffed vegetables in a baking dish and pour tomato paste mixed with water over them.
Cover the dish with foil and bake for 30 minutes.
Remove the foil and bake for an additional 15 minutes until the tops are golden.
Let cool slightly before serving.
