Preheat the oven to 350°F (175°C).
Grease and flour two 9-inch round cake pans.
In a large bowl, mix together flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Add eggs, milk, vegetable oil, and vanilla extract to the dry ingredients.
Mix on medium speed for 2 minutes until well combined.
Stir in boiling water until the batter is smooth.
Pour the batter evenly into the prepared pans.
Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.
Let the cakes cool in the pans for 10 minutes, then transfer to wire racks to cool completely.
In a medium bowl, beat together butter and powdered sugar until smooth.
Add heavy cream and mix until fluffy.
Melt chocolate and let it cool slightly, then fold into the frosting.
Once the cakes are cool, place one layer on a serving plate.
Spread a layer of frosting on top of the first cake layer.
Place the second cake layer on top and frost the top and sides of the cake.
Add food coloring to any remaining frosting and pipe decorations on the cake.
Finish with sprinkles for a festive touch.
