Boil salt mackerel in water for 10-15 minutes to reduce saltiness, optionally soaking in cold water beforehand.
Prepare vegetables: wash and chop tomatoes, red pepper, yellow pepper, green pepper, thyme, onions, green scallion, scotch bonnet pepper, and garlic.
Blend coconut with water until smooth, then strain to extract coconut milk.
Heat oil in a dutch pot over medium heat.
Add chopped vegetables to the pot and sauté until fragrant.
Pour in the coconut milk and add black pepper, allowing to simmer until thickened.
Add the cooked salt mackerel to the pot and let it cook down with the sauce.
