Activate yeast in warm milk until bubbly, about 5 minutes.
Mix flour, sugar, and salt in a large bowl.
Add activated yeast mixture, eggs, and vanilla extract to the dry ingredients.
Knead the dough until smooth and elastic, about 10 minutes.
Incorporate softened butter gradually while kneading.
Let the dough rise in a warm place until doubled, about 1 hour.
Roll out the dough into a rectangle on a floured surface.
Spread cocoa powder and chocolate chips evenly over the dough.
Roll the dough tightly into a log, sealing the edges.
Cut the log in half lengthwise to expose the filling.
Twist the two halves together and place in a greased loaf pan.
Let the twisted dough rise again until puffy, about 30 minutes.
Preheat the oven to 350°F (175°C).
Bake the babka until golden brown, about 30-35 minutes.
Cool in the pan for 10 minutes before transferring to a wire rack.
Dust with powdered sugar before serving.
