In a large bowl, combine all-purpose flour, baking powder, and salt.
Cut in butter until the mixture resembles coarse crumbs.
Stir in milk gradually until a dough forms.
Fold in shredded cheddar cheese, parsley, garlic powder, and onion powder until evenly distributed.
Turn the dough onto a floured surface and knead gently for 1-2 minutes.
Shape the dough into a round disk about 1-inch thick.
Place the disk on a baking sheet lined with parchment paper.
Bake for 20-25 minutes, or until golden brown and a toothpick comes out clean.
Remove from the oven and let cool slightly before slicing.
Serve warm with butter or your favorite spread.
