In a large pot, heat oil over medium.

Add garlic & onion. Cook 2-3 minutes, or until onion is tender.

Add flour & whisk 1 minute.

Add broth, broccoli, carrots, pepper & garlic powder. Bring to a boil, reduce heat & simmer 15 minutes, stirring occasionally, until broccoli & carrots are cooked through.

Reduce heat to low. Stir in milk & cheeses. Bring to a simmer & cook 1 minute.

Remove from heat & serve.
