In a large bowl, whisk together flour and salt.
Make a well in the center of the flour, crack in an egg, and pour in a bit of neutral oil.
Mix together with a wooden spoon until the egg and oil are evenly distributed.
Pour in very hot water sparingly and mix until the dough is just hydrated and no dry spots of flour remain.
Turn the dough out onto a clean work surface and knead for about 10 to 15 minutes until supple and elastic.
Cover the dough and set it aside to rest at room temperature for at least an hour.
For stand mixer method, add flour and salt to the bowl, make a well, add egg and oil, and mix until shaggy.
Slowly stream in hot water until a dough pulls away from the sides and there are no dry spots of flour.
Knead in the mixer for about 5 to 10 minutes until supple and elastic, then let it rest.
In a large mixing bowl, add minced meat, finely diced onion, chopped cilantro, grated garlic, crushed chili flakes, salt, and pepper; mix well and set aside.
Divide the rested dough into quarters and roll out one quarter until about one millimeter thick.
Punch out rounds using a 10 centimeter circular cutter or a drinking glass.
Gently stretch each round until paper thin, then add filling in the center.
Pick one side of the dough, fold it over, and pinch to seal, creating folds until the entire round is sealed.
Twist the top of the khinkali to seal completely, optionally snipping the tip for a clean look.
Bring a large pot of water to a rolling boil and gently lower the khinkali into the water.
Boil for around 7 minutes, then remove with a slotted spoon onto a serving plate.
Top with black pepper before serving.
