Reduce the heat, cover, and cook for 15 to 20 minutes until the potatoes are tender.
Bring the milk and scallions to a boil.
Drain the potatoes and mash them.
Add the milk and scallions mixture to the mashed potatoes and beat until well blended.
Stir in the cooked cabbage, salt, and pepper.
Plate the mixture in a bowl, drizzle with melted butter, and top with fried egg (cooked in bacon fat) and bacon, garnished with parsley.
