In a pot, add 2 tablespoons of olive oil and brown the stew beef for 2 minutes.
Add the diced green chiles and season with garlic powder, onion powder, salt, and black pepper.
Pour in 3 and a half cups of water, cover, and allow to cook for one and a half hours, stirring frequently.
To make the green sauce, add the onions, tomatillos, and garlic to a pot of water and bring to a boil.
Add the serrano chiles and continue to boil for 10 minutes.
Transfer the mixture to a blender, add cilantro, and blend for one minute.
Heat one tablespoon of olive oil in the pot, then transfer the green sauce back to the pot and season with salt.
Allow the green sauce to cook for 20 minutes, stirring frequently.
After one and a half hours of cooking the beef, turn off the heat.
Heat the tortilla in a frying pan on both sides.
Add the green chile to the tortilla, followed by the beef.
Top with cheese, then roll the tortillas to enclose the filling.
