Preheat the oven to 350°F (175°C).
Grease and flour a baking dish.
In a bowl, mix flour, baking powder, cocoa powder, and salt.
In another bowl, beat eggs and sugar until light and fluffy.
Melt butter and add to the egg mixture along with vanilla extract and milk.
Gradually add the dry ingredients to the wet ingredients, mixing until smooth.
Pour the batter into the prepared baking dish and spread evenly.
Bake for 25-30 minutes, or until a toothpick comes out clean.
Let the cake cool completely in the pan.
In a separate bowl, beat cream cheese until smooth.
Melt chocolate and mix it into the cream cheese until well combined.
Once the cake is cool, cut it in half horizontally.
Spread the cream cheese mixture between the layers and on top of the cake.
Chop walnuts and sprinkle them over the top.
Dust with powdered sugar before serving.
Slice and serve chilled.
