Preheat the oven to 175°C (350°F).
Add the sugars and softened butter to a mixing bowl and beat until smooth, about 5 minutes.
Sift together the flour, baking powder, and baking soda. If using unsalted butter, add salt to this mixture.
Process the oatmeal to a coarsely ground texture, pulsing 2-3 times, and set aside.
Coarsely process the walnuts as well.
Add one egg at a time to the sugar and butter mixture, allowing each to incorporate before adding the next.
Add vanilla extract and mix well.
Fold in the sifted ingredients with a spatula, adding a little at a time until evenly incorporated. Do not overmix.
Add the coarsely processed oatmeal and incorporate gently.
Add chopped walnuts and miniature chocolate chips, stirring until evenly distributed.
Take small teaspoons of dough and drop onto a baking tray lined with greaseproof paper, shaping them slightly with your finger.
Bake in the preheated oven for 8 to 10 minutes, keeping an eye on them to avoid overbaking.
Allow cookies to cool on the tray; for chewier cookies, leave them in the switched-off oven for a while.
