Cook beef with bay leaves for 1.5-2 hours or until soft.
In a separate pan, heat canola oil and sauté minced garlic and dried chili peppers for a few seconds.
Add spices: sweet paprika, salt, chicken bouillon, hot paprika, turmeric, and cumin; stir to combine.
Add diced sweet red peppers and soaked chushka peppers to the sauce.
Cook the sauce for half an hour on low heat.
Add tomato paste, cooked beef, rinsed chickpeas, and cilantro; cook for another 20 minutes.
