Prepare the dressing by combining 1 packet of chicken flavored seasoning from one top ramen noodle package, 1/2 cup vegetable oil, 1/2 cup sugar, 1/4 cup white vinegar, 3 tablespoons light soy sauce, and 2 teaspoons toasted sesame oil in a jar; shake until well mixed.
In a medium nonstick skillet, melt 2 tablespoons of butter over medium heat.
Add 2 packages of ramen noodles, a small bag of sliced almonds, and 2 tablespoons of sesame seeds to the skillet; stir continuously for 3 to 4 minutes until the noodles are slightly toasted.
Chop 5 green onions, reserving a few for garnish, and slice the orange bell pepper into thin strips.
Remove the core from 1/2 large head of cabbage and slice it into thin strips.
In a large bowl, combine the chopped green onions, sliced orange bell pepper, and sliced cabbage.
Pour the prepared dressing over the salad mixture and toss to combine thoroughly; note that it may seem like a lot of dressing, but the noodles will absorb it.
Serve the salad with reserved green onions on top for garnish.
