Preheat the oven to 350°F (175°C) and grease a baking sheet.
In a large bowl, sift together flour, baking powder, salt, cinnamon, and nutmeg.
In another bowl, cream together butter and sugar until light and fluffy.
Beat in the eggs one at a time, mixing well after each addition.
Stir in the milk and vanilla extract until combined.
Gradually add the dry ingredients to the wet mixture, mixing until just combined.
Fold in the currants and lemon zest until evenly distributed.
Drop spoonfuls of dough onto the prepared baking sheet, spacing them apart.
Bake for 15-20 minutes, or until golden brown on top.
Remove from the oven and let cool on a wire rack.
In a small bowl, mix powdered sugar with water to create a glaze.
Drizzle the glaze over the cooled cakes before serving.
