Heat a large pan.
Brown the beef in hot oil in the pan, making sure to do this properly to develop flavor.
Add chopped onion and carrots to the browned beef and stir.
Cover the pot with a lid and sauté for a couple of minutes until the veggies are softened.
Add thyme, paprika, ginger, and garlic to the softened veggies and stir to toast the spices.
Add pearled barley and stir to coat it in the flavors.
Pour in beef stock to cover the mixture and stir.
Cover the pot with a lid and leave to simmer for one and a half hours, checking every 30 minutes and adding more water or stock if necessary.
After one and a half hours, check that the beef is tender and the barley is cooked through.
Season to taste with salt and pepper.
Finish with a sprinkling of chopped parsley before serving.
