1 cup shallots
2 cups diced onion

2 tablespoons tomato paste
1/4 cup red wine vinegar
1/2 cup white wine
1 teaspoon white sugar
1 teaspoon ground cinnamon
1 teaspoon allspice
1/2 teaspoon ground clove
1 teaspoon dried oregano
2 bay leaves
1 teaspoon rosemary
2 cups beef broth

Cut beef chuck roast into two-inch cubes.
