Chop the cabbage as finely as possible to ensure tender fritters.
Grate the carrot on a fine grater so it mixes well with the cabbage.
Transfer the chopped cabbage and grated carrot into a mixing bowl.
Add 2 eggs to the vegetables to help bind the mixture together.
Pour in 2 tablespoons of soy sauce for flavor.
Add a pinch of salt, being cautious due to the saltiness of the soy sauce.
Sprinkle in ground black pepper to taste.
Mix everything well with a spoon or your hands.
Add 3 tablespoons of flour to thicken the mixture.
Stir until the mixture is smooth and combined, adjusting with more flour if too runny.
Heat a skillet with a little vegetable oil until hot enough for frying.
Spoon small portions of the mixture onto the skillet and gently flatten them to form fritters.
Fry on medium heat for about 2 to 3 minutes on each side until golden brown and crispy.
Transfer the fritters to a plate lined with a paper towel to remove excess oil.
