Boil potatoes until tender, then drain and cool.
Grate the boiled potatoes and carrots into a bowl.
Mix grated potatoes and carrots with butter, sugar, salt, and egg until smooth.
In a separate bowl, combine rye flour, baking powder, cinnamon, nutmeg, and lemon zest.
Gradually add the dry mixture to the potato mixture, stirring until combined.
Roll out the dough to about 5mm thickness.
Cut out circles of dough and place them on a baking sheet.
Spoon the potato-carrot filling onto the center of each dough circle.
Fold the edges of the dough over the filling to create a small tart shape.
Brush the tops with milk for a golden finish.
Sprinkle poppy seeds on top if desired.
Bake at 400°F for 20-25 minutes until golden brown.
