Preheat the oven to 350°F (175°C).
Line a baking sheet with parchment paper.
Mix all-purpose flour, baking powder, baking soda, and salt in a bowl.
In a separate bowl, combine granulated sugar, vegetable oil, and vanilla extract.
Add milk to the sugar mixture and mix until smooth.
Gradually add the dry ingredients to the wet ingredients, stirring until combined.
Chill the dough in the refrigerator for 15 minutes.
Scoop tablespoon-sized portions of dough and roll into balls.
Place the dough balls on the prepared baking sheet, spacing them apart.
Flatten each ball slightly with the bottom of a glass.
Sprinkle lemon zest and nutmeg on top of each cookie.
Bake in the preheated oven for 10-12 minutes, until the edges are lightly golden.
Allow cookies to cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.
