In a saucepan over medium heat, add 2 tablespoons of olive oil and sauté the diced onion until translucent.
Add garlic and give it a quick stir.
Add the arborio rice and toss to coat, cooking for about two minutes.
Reduce the heat to about 2-4 on your dial.
Heat the chicken stock in the microwave, covering with plastic wrap or foil to keep it warm.
Add the warm broth one and one-third cup at a time, stirring constantly and allowing the liquid to absorb between additions, about four to six minutes per round.
Cook until the risotto is creamy and the rice is al dente for about 15 to 20 minutes.
When the last of the broth is almost absorbed, add salt and fresh ground black pepper.
Add the Parmesan cheese, turn off the heat, and give it a good stir.
Let the rest of the broth bubble out and serve immediately, garnished with scallions.
