Add water gradually and knead the dough until smooth; wrap and refrigerate for 30 minutes.
Heat vegetable oil in a pan over medium heat and sauté onion and garlic until translucent.
Add ground beef, scotch bonnet pepper, thyme, allspice, and black pepper; cook until beef is browned.
Stir in breadcrumbs and a splash of beef broth; remove from heat and let cool.
Roll out the dough on a floured surface to about 1/8 inch thickness.
Cut out circles of dough using a pastry cutter or bowl.
Place a spoonful of the beef mixture in the center of each circle.
Fold the dough over to create a half-moon shape and seal the edges with a fork.
Brush the tops with beaten egg for a golden finish.
Bake in a preheated oven at 400°F for 35 minutes until golden brown.
