Preheat the oven to 350°F (175°C).
Cream together butter, sugar, and brown sugar until light and fluffy.

Gradually add the dry ingredients to the wet mixture, mixing until just combined.
Chill the dough in the refrigerator for 30 minutes to firm up.

Make a small indentation in the center of each ball with your thumb.
Fill each indentation with dulce de leche.
Bake for 12-15 minutes until lightly golden around the edges.
Remove from the oven and let cool on the baking sheet for a few minutes before transferring to a wire rack.
Dust cooled cookies with powdered sugar and cocoa powder before serving.
