Mix margarine and flour together to form the dough.
Mix milk, sugar, and whole eggs in a bowl.
Add lemon and orange zest to the dough mixture.
Prepare the filling by mixing ground almonds, sugar, egg whites, vanilla, ground cinnamon, lemon zest, and orange zest until smooth.
Roll out the dough on a floured surface to about 1 cm thick.
Brush the inner part of the rolled dough with water to help the filling stick.
Spread the filling on the rolled dough and cover it with another layer of dough.
Bake in the oven at 175°C (347°F) for 25 minutes.
Let the Figolla cool before decorating.
Prepare the icing by mixing icing sugar, egg whites, water, and food coloring.
Decorate the cooled Figolla with chocolate and icing.
