Start by mixing 1 tablespoon sugar and 1 tablespoon yeast in a bowl.
Pour in 1/2 cup warm water and mix well, then let it foam for about 5 minutes.
Add in 1/4 cup oil and mix it in.
In a separate bowl, combine 2 cups all-purpose flour and 1 teaspoon salt.
Pour the yeast mixture into the flour and mix to combine.
Knead the dough until it forms a ball and no longer sticks to your hands, about 5-7 minutes.
Place the dough back into the bowl, cover it, and let it rise in a warm place for at least 1 hour.
Chop 3/4 cup of scallions into small pieces.
Mix together 1 teaspoon white pepper, 1 teaspoon salt, and 1 teaspoon five spice to create a spice mix.
Flour a surface and roll out the risen dough into a large sheet, approximately 14 by 9 inches.
Brush a thin layer of oil on the rolled-out dough and sprinkle the spice mix evenly over it.
Add 1/2 cup sesame seeds and the chopped scallions on top of the dough.
Roll the dough tightly from one end to the other, similar to rolling a cinnamon roll.
Seal the edges by pinching them together and form a long log.
Divide the log into two smaller logs and roll each into a snail shape, tucking the end underneath.
Flatten each snail-shaped log into a pancake about 8 inches in diameter.
Pat more sesame seeds onto the surface of each pancake to help them stick.
Cover the pancakes with a towel and let them rest in a warm spot for about 15 minutes.
Heat a large cast iron pan over medium-high heat and add a bit of oil for crispiness.
Cook each pancake for 4-5 minutes on one side until golden brown and crispy.
Flip the pancake over and cover the pan to help cook the inside, checking for a golden brown color.
Once cooked, transfer the pancakes to a chopping board and let them cool for a few minutes before slicing them into desired pieces.
