Whole wheat flour increases fiber content.
Melt 2 tablespoons of butter in a skillet over medium low heat.
Add chopped onions, bell peppers, scotch bonnet peppers, and grated garlic to the skillet and stir until translucent, about 2-3 minutes.
Add grated carrots and mix well.
Add 1 tablespoon of all-purpose flour mixed with corn water to the skillet and stir.
Add 1 tin of cream style corn and 1 can of whole corn, mixing well.
Pour in 1 cup of evaporated milk and mix.
Gradually add 1 cup of cornmeal bit by bit, mixing to avoid lumps.
Add 1/2 cup of cheddar cheese and mix until combined.
Add black pepper and 1 teaspoon of salt, mixing until smooth.
Transfer the mixture to a greased 8-inch baking dish and smooth it out.
Top with additional cheddar cheese if desired.
Bake in the oven at 350°F for 45 minutes.
Let cool before slicing and serving.
