Baked Falafel with Tzatziki

1/2 cup chickpea flour
2 tablespoons lemon juice
2 tablespoons olive oil
1/2 cup natural Greek yogurt
1 tablespoon lemon zest

Preheat the oven to 390 degrees Fahrenheit.
