Surhullu is a traditional Azerbaijani dish, often enjoyed during family gatherings and celebrations. It showcases the region's love for stuffed dishes, with vine leaves filled with a savory mixture of meat and rice. This dish reflects the agricultural heritage of Azerbaijan, where fresh herbs and vegetables are abundant. Today, Surhullu is cherished not only in Azerbaijan but also in neighboring countries, each adding their unique twist to the recipe.

Start by boiling 1 cup of rice in water until cooked, about 15 minutes.
In a mixing bowl, combine 300 grams of ground beef with 1 finely chopped onion, 1 teaspoon salt, 1 teaspoon black pepper, 1 teaspoon paprika, 1 teaspoon dried mint, and 1 teaspoon dried dill.
Once the rice is cooked, add it to the meat mixture and stir until well combined.
Prepare the vine leaves by blanching them in boiling water for 2 minutes to soften them.
Take a vine leaf, place a spoonful of the meat and rice mixture in the center, fold the sides over, and roll tightly to form a dolma.
Repeat the rolling process with the remaining vine leaves and filling.
In a large pot, layer the rolls with sliced 2 tomatoes and 1 bell pepper on top.
Add enough water to cover the rolls, then bring to a boil over medium heat.
Once boiling, reduce the heat to low, cover the pot, and let it simmer for 30 minutes.
After 30 minutes, check if the rolls are cooked through and the rice is tender.
Serve warm, garnished with fresh herbs.
