Reduce heat to low, cover, and simmer for 15-20 minutes until rice is tender.
Remove from heat and let sit, covered, for 10 minutes.
Fluff rice with a fork and mix in cooked chickpeas and diced carrots.
Garnish with chopped parsley before serving.
