Prepare caramel condensed milk by placing a can of condensed milk in a large pot of water, ensuring the water level stays above the can. Boil for 1.5 to 2 hours, keeping an eye on the water level.

Once the can is completely cool, open it carefully to reveal the creamy caramel inside.

In a bowl, mix 2 cups of corn flour, 1/2 cup of sugar, and 2 teaspoons of baking powder until well combined.

Add 2 eggs and 1 cup of oil to the dry ingredients and mix again until fully combined.

Spread the dough to about 0.5 cm thickness on a floured surface.

Cut out round shapes approximately 5 cm in diameter using a glass or cookie cutter.

Place the cut dough on a baking sheet and bake for 35 minutes.

Once out of the oven, spread caramel condensed milk on one cookie and sandwich it with another cookie.
