Add 1 and 3/4 cups of all-purpose flour into a large bowl that is under a sifter but over a scale.
Add 1 teaspoon of baking powder, 1/4 teaspoon of baking soda, 1/2 teaspoon of salt, and 2/3 cup of cocoa powder into the bowl.
Sift the dry ingredients and whisk them together, then set aside.
In a separate bowl, mix 1/4 cup of strong coffee and 1/2 cup of buttermilk and whisk until combined.
In a mixer, cream 3/4 cup of unsalted butter until fluffy, then add in 1 cup of granulated sugar and mix until well combined.
Alternate adding the dry ingredients and the wet mixture into the butter and sugar mixture, starting with the dry ingredients.
Scoop tablespoon-sized amounts of batter onto a lined baking sheet, spacing them apart.
Bake at 375°F for 9 minutes, keeping a close eye on them.
While the whoopie pies are baking, prepare the swiss meringue buttercream by whisking 5 egg whites and 1 and 3/4 cups of sugar together in a bowl over simmering water until it reaches 160°F.
Remove the bowl from heat and mix on high until the meringue cools down and becomes fluffy.
Gradually add in 2 cups of room temperature unsalted butter, mixing until combined, and add 1 tablespoon of vanilla extract.
If the buttercream becomes soupy, chill it in the fridge for 5-10 minutes and whip again until smooth.
Once the whoopie pies are out of the oven, use a round cookie cutter to shape them if needed, then pipe the buttercream between two cookies to form a sandwich.
