Preheat the oven to 350°F (175°C).
Line a baking sheet with parchment paper.
Cream together butter, granulated sugar, and brown sugar until light and fluffy.
Add vanilla extract and eggs, mixing until well combined.
In a separate bowl, whisk together flour, cocoa powder, baking soda, and salt.
Gradually add the dry ingredients to the wet mixture, stirring until just combined.
Scoop tablespoon-sized portions of dough onto the prepared baking sheet, spacing them apart.
Bake for 10-12 minutes, until the edges are set but the centers are soft.
Remove from the oven and let cool on the baking sheet for a few minutes before transferring to a wire rack.
Melt chocolate in a microwave or double boiler until smooth.
Spread a layer of melted chocolate on the flat side of half the cookies.
Top with the remaining cookies to create sandwiches.
Dust with powdered sugar if desired before serving.
