1 cup water
1 medium green bell pepper
1 medium onion
1 bay leaf
1 teaspoon cumin
2 tablespoons olive oil
2 cloves garlic
1 medium red bell pepper
4 slices bacon
2 cups precooked corn flour (arepa flour)
1 teaspoon salt
1 teaspoon sugar
