Make a small well in the flour and pour in warm water and room temperature kefir.
Knead the dough until it forms a cohesive ball, about 3-5 minutes.
Let the dough rest for 20 minutes.
Prepare the filling by chopping boiled eggs, green onions, and dill, and mix together.
Divide the dough into six pieces and roll each piece into a square.
Place about four tablespoons of filling in the center of each square.
Fold the edges of the dough over the filling towards the center and roll slightly to seal.
Heat vegetable oil in a skillet and fry each plăcintă for about 5-6 minutes on each side until golden brown.
