Toast almonds in a dry skillet over medium heat until fragrant, about 5-7 minutes.
In a saucepan, combine honey and sugar over medium heat, stirring until dissolved.
Bring the mixture to a boil and cook until it reaches 250°F on a candy thermometer.
Remove from heat and let cool slightly for 5 minutes.
Whip egg whites in a mixing bowl until stiff peaks form.
Gradually add the honey-sugar mixture to the egg whites while continuously beating.
Fold in toasted almonds, vanilla extract, lemon zest, and salt until well combined.
Line a baking dish with edible wafer sheets.
Pour the nougat mixture into the prepared dish, spreading evenly.
Cover with another wafer sheet and press down gently to flatten.
Let cool at room temperature for at least 4 hours or until set.
Cut into squares or rectangles for serving.
