Prepare the garlic sauce by scraping garlic with a butter knife.
In a bowl, combine 1 tablespoon sugar, 1 teaspoon chicken base, 1/4 teaspoon white pepper powder, 1 tablespoon vinegar, 2 tablespoons soy sauce, 1 tablespoon dark soy sauce, 1/2 tablespoon cooking wine, and 1 shot of water. Mix well and let it sit for 30 minutes.
Marinate the scallops and shrimp in a bowl with 1 egg white and 1 tablespoon cornstarch. Mix gently to avoid breaking the scallops.
Heat vegetable oil in a pan until smoking hot.
Add the scallops to the pan first and cook them.
Add ginger, chili, and garlic to the pan after the scallops.
Use a little cornstarch or water to thicken the sauce as needed.
