Preheat the oven to 350°F.
Spread the pecans in a single layer on a cookie sheet and toast them in the oven for 5 minutes, keeping an eye on them to avoid scorching.
Remove the cover from the pie crust to keep it protected until ready to use.
Melt the semisweet chocolate in the microwave for about 1 minute, stirring every 15 seconds, or over a double boiler until melted.
Add the sweetened condensed milk to the melted chocolate and stir until well blended.
Spread the chocolate and condensed milk mixture evenly on the bottom of the Graham Cracker Crust using a rubber spatula.
Chop the toasted pecans with a chef's knife and sprinkle them evenly over the chocolate layer, pressing them down slightly.
In a large bowl, add both packages of chocolate Jell-O pudding and the chilled milk, whisking for 2 minutes until thickened.
Pour half of the pudding mixture (about 1.5 cups) into the pie crust and spread it evenly.
Fold half of the Cool Whip into the remaining pudding mixture until creamy, then spread this layer over the pudding in the pie crust.
Optionally, reserve the remaining Cool Whip to top the pie before serving.
Chill the pie in the refrigerator for 3 hours or overnight before serving.
After chilling, cut the pie into halves, quarters, or thirds using a knife, cleaning it between slices with a paper towel.
Use a large fork to remove the first piece of pie and place it on a plate.
Serve with a dollop of whipped cream and shave additional semisweet chocolate over the top for presentation.
