In a skillet on medium-high heat, add 0.5 pound of chorizo and 0.5 pound of lean ground beef; cook until browned and no longer pink.
Add 4 large cloves of minced garlic, 1 cup of finely diced onion, 0.75 cup of diced bell pepper, and 1 seeded diced jalapeno; cook and stir for 2-3 minutes.
Add 1 tablespoon of chili powder, 2 teaspoons of cumin, 1 teaspoon of oregano, 0.5 teaspoon of smoked paprika, 0.125 teaspoon of salt, and 0.25 teaspoon of black pepper; cook for 1 minute.
Stir in 1 can of diced tomatoes and 2.75 cups of chicken broth; bring to a simmer.
Add 10 ounces of pasta shells (or 16 ounces with an additional cup of chicken broth); cover and cook for 12-15 minutes, stirring every 2-3 minutes.
Turn off heat and add 4 ounces of shredded cheddar cheese and 3 tablespoons of cream cheese; toss until melted and absorbed.
Garnish with chopped green onions and sprinkle with remaining 4 ounces of shredded cheddar cheese; broil on low for 1-2 minutes until cheese is melted.
