Cover potatoes with water in a large pot, bring to a boil, and simmer until fork tender, about 30 minutes. Drain in a colander.

In a large frying pan over medium heat, add oil, add the garlic and cook until fragrant.

Add leeks and cook until tender, about 5 minutes.

Add 1 cup cabbage and cook, stirring constantly with a wooden spoon, until wilted.

In a large bowl, add potatoes, then coarsely mash with a potato masher.

Add butter, milk, and cream, season with salt and pepper, and add veggies.
