Rinse split peas under cold water until clear.
Soak split peas in water for at least 2 hours or overnight.
Heat olive oil in a large pot over medium heat until shimmering.
Add chopped onions, carrots, and celery; sauté until softened, about 5-7 minutes.
Stir in minced garlic and cook until fragrant, about 1 minute.
Drain and add soaked split peas to the pot; stir to combine.
Pour in vegetable broth and add bay leaves; bring to a boil.
Reduce heat to low and simmer uncovered for 30-40 minutes, until peas are tender.
Add diced potatoes and continue to simmer for another 15-20 minutes.
Remove bay leaves and blend soup until smooth using an immersion blender.
Stir in lemon juice, dill, salt, and pepper to taste.
Serve hot, garnished with parsley.
