Add eggs, milk, and water to a blender.
Add cake flour and salt to the blender.
Blend until well mixed and let the batter rest for 30 minutes.
Heat a crepe pan until water dances on it.
Brush the pan lightly with butter.
Pour about 1/3 cup of batter into the pan and swirl to coat the bottom.
Cook until the sides lift from the pan, then flip and cook for a few seconds more.
Transfer the crepe to a cooling rack.
In a bowl, mix farmer's cheese, 2 tablespoons of whole milk, and 4 tablespoons of sugar until smooth.
Spread the cheese filling onto the crepe.
Fold the crepe in half and then in half again.
Heat the filled crepe in the pan for a few seconds.
Top with strawberries and whipped cream.
