Add flour to a bowl and mix in icing sugar and butter with hands.
Add egg yolk, lemon juice, and water to the mixture and combine without kneading.
Wrap the pastry and chill in the fridge.
Remove from the fridge and let it sit to come back to temperature.
Line an 8-inch tart ring with the pastry, overlapping the sides.
Add baking beans and silicone paper, then bake at 200°C for 20 minutes.
Trim the pastry edges after baking.
In a bowl, combine soft light brown sugar, evaporated milk, and condensed milk.
Blend the mixture until frothy and sugar is dissolved.
Pour the filling into the tart shell and bake at 180°C for 15 minutes.
Remove from the oven and decorate with strawberries.
