Set the oven to 350°F (175°C).
Grease and line an 8 by 8 inch baking dish with parchment paper.
In a large bowl, add 1 cup of melted unsalted butter and 3/4 cup of cocoa powder, whisk until smooth and glossy.
Add 1/4 cup of granulated sugar and 1 packed cup of light brown sugar, breaking up lumps with your hands.
Add 3 eggs, 1 tablespoon of vanilla extract, and 1/2 teaspoon of kosher salt, whisk until smooth.
Add 1 cup of semi-sweet chocolate chips and 1 cup of all-purpose flour, stir until just combined.
Transfer half of the brownie batter into the prepared baking dish and smooth it out.
Unwrap about 10-11 ounces of chewy caramels and place them in a small saucepan over medium-low heat.
Open a 14-ounce can of sweetened condensed milk and warm it in the saucepan, stirring to prevent burning.
Add the caramels to the warm condensed milk and stir until melted and smooth, reserving about a third of the caramel for later.
Pour the melted caramel over the brownie layer in the baking dish and smooth it out.
Spoon the remaining brownie batter on top of the caramel layer, spreading gently without pressing down.
Bake in the oven for 35 to 45 minutes, depending on desired gooeyness.
Allow the brownies to cool completely before cutting them.
Warm the reserved caramel in the microwave at 50% power for about 30 seconds, then drizzle over the brownies and sprinkle with flaked sea salt.
