Measure 3 cups of flour and add it to a mixing bowl.
Add 1 packet of instant yeast, 2 teaspoons of salt, and 2 tablespoons of sugar to the flour in the bowl.
Gradually add 2 to 2 1/2 cups of warm water to the dry ingredients, leaving about 1/2 cup of water aside.
Stir the mixture with a wooden spoon until a sticky dough forms, adjusting with more flour or water as needed.
Cover the bowl with plastic wrap and let the dough rise in a warm place for about 1 hour until it doubles in size.
Uncover the dough and check for bubbles and a fermented smell.
Heat vegetable oil in a pot to about 350°F (175°C) for frying.
Scoop portions of dough with a spoon and carefully drop them into the hot oil without stirring the dough to keep it airy.
Fry the zeppoles for about 3-4 minutes, turning them until golden brown on both sides.
Prepare a bowl with confectioner's sugar at the bottom to coat the zeppoles after frying.
Remove the zeppoles from the oil and place them in the bowl with sugar, coating them well.
Optionally, for a savory version, drop a piece of anchovy into the dough before frying.
