Cut one head of cauliflower and one head of broccoli into fairly chunky pieces.
In a pot, add one centimeter of salted water and bring to a boil.
Add the cauliflower and broccoli to the pot, cover with a lid, and steam for four minutes.
Drain the vegetables and place them in an oven-proof dish.
In a small saucepan, melt 1 tablespoon of butter over low heat.
Add 2 tablespoons of plain wheat flour to the melted butter and cook for 4-5 minutes, stirring constantly to form a roux.
Gradually add 2 cups of full fat cow's milk to the roux, stirring continuously until thickened.
Add another 2 cups of milk, stirring until the sauce reaches the desired thickness.
Season the sauce with black pepper, salt, and a tiny pinch of nutmeg, mixing well.
Add 1-2 teaspoons of strong English mustard to the sauce and mix in 1 cup and a half of grated cheddar cheese until melted.
Pour the cheese sauce over the steamed vegetables in the oven-proof dish.
Top with an additional cup and a half of grated cheddar cheese, and optionally sprinkle with paprika and oregano or thyme.
Preheat the oven to maximum heat and bake for 8-10 minutes until golden brown.
