Soak black-eyed peas in water for 4-6 hours or overnight.
Drain and rinse the soaked peas, then grind them coarsely in a food processor.
Chop onion, green chilies, ginger, and garlic finely.
In a mixing bowl, combine the ground peas, chopped vegetables, and spices.
Add rice flour and chickpea flour to the mixture and mix well.
Gradually add water to form a thick batter.
Heat oil in a deep frying pan over medium heat.
Once the oil is hot, drop spoonfuls of the batter into the oil.
Fry until golden brown and crispy, about 4-5 minutes.
Remove pakode with a slotted spoon and drain on paper towels.
Serve hot with chutney or sauce.
