1 Cup Water
1 Can Cream of Celery Soup
2 Tbsp Butter
3 Tbsp Flour
1 Tbsp Better Than Bouillon Chicken Flavor
1 1/2 Tsp Onion Powder
1 Tsp Garlic Powder
1 Tsp Black Pepper
Salt to Taste
